I think he means that the system may have originally been 10.3 and
he's been "updating online" from 10.4 to 10.4.11.
Tiger's X11 isn't available for download. You need to install it off
your installation DVD.

If you managed to "upgrade online" from 10.3 to 10.4, then you
should be able to find the Tiger X11 from the same source.
Otherwise, the only X11 officially available online is for 10.3
"Jaguar". Nobody understands why, but that's how it has always been.
