Well, I put in requirements in the installer to make sure you have
10.5.2 ... that being said, you really only need to have stuff from
the 2.1.1 package (which got into 10.5.2)... but I don't know how to
check that logic in the installer requirements. If someone can show
me documentation on that, I'll gladly set it up for you, so you can
install 2.1.4 on top of either 10.5.2 or a previous X11 update.

Note that it's a little smaller than the previous releases because
some of the changes made it into 10.5.2 and are thus not included
in this update.
Does that mean that 10.5.2 must be installed for this updater? I
hope not because based on the numerous reports of problems with
10.5.2 I am avoiding it like the plague.
