OK, that works. I thought I had tried that previously but the
defaults changed back from 'enable_click_through', which worked on the
original Leopard release, to now requiring 'wm_click_through'.

quartz-wm now uses org.x.X11 instead of com.apple.x11 ... which
(btw) was neccessary to enable the 'click through' option in the X11
input preferences menu. ;)
Advice: reinstall 2.1.4's quartz-wm and rm ~/Library/Preferences/
com.apple.x11.plist
