libGLw should never have been shipped with OS X, because it has
external dependencies (namely, Motif). It shipped before because
XFree86 shipped a broken version of it by default; it was removed when
we switched to X.org. It temporarily snuck back in, but that has since
been fixed.
What was broken in the Tiger version? AFAIK it was good enough to build
correctly working applications like molmol or arb.
