How odd. They work fine using the system wish on my system and the
"widget" demo in /System/Library/Frameworks/Tk.framework/Versions/8.4/

I do notice that trackpad (two finger) scrolling doesn't work, but you
can select and drag the thumbs of both horizontal and vertical
scrollbars without problem.
