Nope, it's usually neither of those. It's usually some group of (even
commercial) engineers who absolutely know how painful API transitions
are but, since they're giving you the code for free, also don't feel
compelled to do a lot of extra work to make such transitions easier.
They're doing it for fun, progress is generally more fun than
planning, "like it or lump it."
Not that I necessarily endorse this kind of thinking, but I do
understand it and plan accordingly. Sheesh, you guys think this is
bad? Try tracking OpenSSL for more than 5 releases someday!
