Jeremy would probably be better able to confirm this, but I seem to
remember hearing that the way spaces is set up in X11 right now is
completely manual, since carbon/cocoa are off limits for these
windows. So most likely it just hasn't been changed to reflect the
new behavior, another app that's in a similar situation is MS office
2k8 (the fact 2k8 does it so badly really makes me at least happy it
works as well as it does in X11).
Anyway, there's still the option of turning off auto-swoosh if you
never want it to do that (even if you double click on the dock icon).
If you want to do that my previous posts here or the original on
macosxhints have the instructions.
