Eh... what do you mean by this exactly?

Xkb is an extension. On Tiger, it was disabled by default, and you had to
mangle the X11.app in order to load it. I thought the fact that it was now
loaded by default meant that it would work, but I guess not. :)

Try unchecking "Follow system keyboard layout"?
