As a semi-long-time X user, I think fast user switching, by itself, might not
be the real reason, since old X-based systems also did not interact with
users with "primary" X screens, but rather through remotely-connected
X terminals.
Traditionally this is solved by xdmcp, i.e., the DISPLAY variable is set
by xdm as part of the login process. That is, if MacOS X knew how to
set the correct DISPLAY for each user the problem is solved. But since
X is not really an integral part of the MacOS X GUI, MacOS X never
needs to do such a thing, so some way to *approximate* this was
devised. So I would guess maybe fast user switching plus the fact
that X is not an integral part of MacOS X.
