Your problem was probably that dbus was not started.  It has nothing to
do with X11 requiring a restart.  You just needed to start the dbus
LaunchAgent after installing gnome in order for gconf to work.  This
should be in fink's documentation somewhere.

As for the keyboard, you need to tell gnome to not do anything with xkb.
