My /usr/X11/bin/mkdirhier is dated Sep 23, 2007 and looking at the man
page indicates it is part of the imake related files. Thus, it likely
came with the installation of OS X 10.5.0 and the X11 that came then.
Anyone that blows away /usr/X11/... prior to installing XQuartz would
have lost all the imake related files (including mkdirhier) as those
have all disappeared from the XQuartz distribution a while back.

Well, I guess this would be my fault, for wiping that original X11 installation at some point. But my point is that in order to build xfig
MacPorts installed mkdirhier (and imake) in /opt/local/bin, so why not refer to that in their patched xfig makefile? Instead there's an explicit call to /usr/X11R6/bin/mkdirhier.
I simply made a symlink in /usr/X11/bin to /opt/local/bin/mkdirhier and completed my installation of xfig. I also reported the issue to MacPorts, in case there are others who, like me, "blew away" that original X11 installation.
