Probably because the removal of Imake from X11 is relatively recent,
and the adjustment to MacPorts to work around that removal is not
quite complete or perfect. While the author of that script should
absolutely not have hard-coded the path to the executable, it's not
too surprising that they did, since the X11 bin directory used to be
the only place mkdirhier was ever found.
