You're right --- further testing shows the behavior is the same back to
2.4.1_beta1, as well as in the 2.3.5 shipped with Snow Leopard. So I'd
just not noticed before.
I suppose what this indicates is that the xquartz window manager is not
on the same page as tcl/tk about how window positions are measured,
ie with or without counting the title bar. I'm using a none-too-new
tcl/tk version (8.4.15) --- are you even interested in resolving the
disagreement?
