X11 is provided mainly for compatibility with existing software. It is certainly not a first-class citizen API as evidenced by the fact that it has about 0.30 developers working on it (just me, and I have many other responsibilities at Apple), so your opinion pretty much mirrors policy. Apple will never make X11 a first class citizen, and for the foreseeable future, we will continue to support it as we have been.
As for open source software that use X11 not working for you, please discuss the exact problems rather than stating broad generalizations. There are many users of both Gimp and Inkscape on this list, and I'm sure they will be more than willing to help you. Additionally, a lot of work has been done over the past few years to add increased capabilities to these software within X11 (such as tablet support).
