XCode is the set of development tools for OSX.
X11 should be available by launching /Applications/Utilities/X11.app

If X11.app isn't there, you can install XQuartz.app from http://xquartz.macosforge.org

The default is to use xauth and not accept network connections.

That isn't really related to X11. You should look at wine (Codeweavers provides a good user-friendly wine experience http://www.codeweavers.com), VMWare, or Parallels for that.
