Well that's because X11 is running at a lower level. On OS X, it is running as an application in an external environment, so there are some issues that don't map correctly. XWin has many similar issues.

In a perfect world, that would be true.

Or you could explore the other options brought up and remap the key at the kernel level rather than at the application level.
