I actually want the Insert key to go through as an xevent so I can use it in, for example, emacs with modifiers and whatnot, and also be able to use it in apps with no modifiers at all. I presume (?) that keyboard shortcuts in the X11 Application Menu have to have a modifier key? What is OSA?

Can you make a shell script or program that triggers the keyboard event you need? If you put it in the X11 Application Menu you can give it a keyboard short cut like Command Insert. If you use an OSA script use System Events to send what you need.
