Try being a tad more patient.  It takes a while.

Xquartz is still installed and runs, but when I try to run X11, it sends
me to a web page to install Xquartz.

Right, because you didn't let the installer finish.

xterm works locally on my Mac.

What happened, and how do I recover?

Run the installer again, and wait for it to finish the install.
