How did that happen? Did you delete them? X11.app and its associated files in /usr/X11 and /System/Library/Launch{Agents,Daemons} are provided by the OS.

Well it's in /usr/X11/bin, so if (as you say) you don't have /usr/X11, I'd expect startx to not work either. That being said, you should not be using startx yourself.

The SDK comes with XCode 4.2 and prior. It's not in XCode 4.3. You don't need it to run X11.
