Thanks for that response, that was not the issue.  I eventually tracked down to an issue with my shell environment not being set up correctly and my PATH was all screwed up (the PATH environment variable was evidently too long and things like /bin had dropped off it).  Fixing that sorted my problem.

You first have to use the Applications -> Customize menu entry to set what you want a Cmd-N to do.
