Both of them see PATH as
$PATH:/opt/X11/bin:/usr/texbin
Any idea how I ended up with an unexpanded "$PATH" there? /opt/X11/bin and /usr/texbin come from /etc/paths.d/40-XQuartz and /etc/paths.d/TeX

I suggest you add some debugging to startx and 10-tmpdirs to see what $PATH is as that may give you some insight into what changed it incorrectly.
