I think it's the scrolling that's causing it. But I'm not sure. Whatever it
is, it's irritating as hell.

FWIW, I've noticed this too, and observed that it seems to only happen
while I'm logging into gmail in Chrome. Having said that, I don't do much
other than gmail in Chrome, so there may be other common cases that I
don't hit. But it's very definitely dependent on what you're doing in
Chrome.
