Whether we want to admit it or not, the tools are very much a part of
apple's commercial upgrade strategy.

I'm sure Apple wants to encourage developers in particular to use
Panther and Xcode, so that they will create more software that uses
Panther features. Hence the "lock-in" of the non-backward compatible
project file format, making it easier for Xcode developers to develop
for Panther than it is for Jaguar -- it is slightly more effort to tick
the 10.2 SDK box, it is more effort to find a Jaguar box for testing
and you can't abandon Xcode once you've moved on from PB.
On the other hand, in Microsoft land, you have to pay for both the OS
and the dev environment.
