OT: Free tools?

Given that the last two major dev tool IDE updates have come at the
expense of requiring an OS update for everyone on the project, I'd
hardly say the tools are as free as they appear at first glance.

The Jaguar ProjBuilder changed the project format so that it was
incompatible with the PB that ran on 10.1. That meant that if anyone on
the team upgraded to jaguar, everyone had to. The same is true with
XCode and Panther.

Whether we want to admit it or not, the tools are very much a part of
apple's commercial upgrade strategy.
