Aha, thanks for the pointer to the release notes. Unfortunately, making *.pbxuser writable didn't seem to be sufficient. I am still getting the console messages:

However, seeing that the release notes also claim that .nib files aren't supported with Perforce, it looks like I'd be better off trying to work with CVS for the near term. (Hopefully Xcode's Perforce support will mature in the next release or two.)

Another alternative may be to set the filetype on the project file to text+w. You'll still have to p4 edit before submitting it, but it will solve the writability problem. (This is suggested in the release notes...)
