Is Xcode 1.1 update the same as Xcode 1.1 install

I managed to upgrade using the XCode 1.1 updater made available via SW
Update, and happened to notice that InterfaceBuilder wasn't updated.
So I downloaded the full 1.1 installer, and ran that, doing a custom install
to update all the things I had previously installed, and that updated
InterfaceBuilder [and probably other things].
So, did something wacky happen with the original updater? Or does it not
update everything that could have been installed by earlier versions?
Or should everyone just download the full installer to make sure everything
is the latest version?
