Yes, download all parts. Then, use Disk Utility (Mac OS X 10.3.x) or DiskCopy (Mac OS X 10.2.x) to burn a CD-ROM from the image. You'll select the first .dmg file as what to burn (the first .dmg isn't suffixed with any number. The numbered segments start with 2 and I believe go up to 21).
