There is a preference setting that determines what your ftp helper is.
Unfortunately, I can't locate where is is!
However, you can use MisFox from http://www.clauss-net.de/mac.html to
accomplish the same thing. If you set the ftp helper to Transmit, for
example, you will avoid the issue of piecemeal downloading of the XCode
parts or any other software Apple distributes in that manner.
