NetInfo names don't work for CVS on Panther?

Having migrated my projects directory across to Panther, I've found that
my CVS access is borked. The reason appears to be that NetInfo defined
names (the cvs server is local) no longer work for cvs! I immediately get
a "connection refused". It's very weird. If I connect by IP, it works.
What's more FTP shows the same symptoms. However, ping and tracert work
fine with NI names!

Does anyone have a clue what's going on? This worked perfectly in 10.2,
and I thought it was the Apple approved method for added local names?
