You need to buy the released version of Panther. No-one ought to be
developing (and testing) anything as tricky as a kernel extension on
anything other than a fully-supported version. And of course Xcode comes
with Panther.

But you also should be sure that you really need to use a kernel extension
to get the functionality you want. Unless you are writing a hardware device
driver, there are often better ways.
