Project Builder is not directly installable on Panther, nor is it a
supported configuration. The only way to have Project Builder resident
on a Panther system is to install Jaguar, install the December 2002
release and the August gcc Updater, then upgrade the system to Panther
and install Xcode. In that configuration, you will have both Xcode and
Project Builder co-resident on your Panther system.
There are no guarantees that this installation of Project Builder will
do everything correctly as underlying frameworks and other components
have changed against which Project Builder has not been tested
extensively. Needless to say, if it works for the specific things that
you are doing, it works. Knowing that it works correctly is not always
easy, however. You will not obtain the advantages of code completion,
better debugging, build speed, etc, that Xcode provides, and Project
Builder has no built-in support for gcc 3.3.
The flip side is that Xcode 1.0 is just that: the first release of a
new IDE plus all the other supporting tools. There are learning curve,
feature issues and first-release bugs to deal with in moving to it. For
some developers, the move to Xcode has happened with few issues at all.
For some developers, although the move to Xcode hasn't been entirely
without incident, they've moved successfully and are getting a lot done
with it now. For others the effort has been larger or they have been
blocked by one issue or another; some have elected to stay with Jaguar
and Project Builder for a time while Xcode becomes more mature. For
most of this last group, the critical factors are that their work is
not dependent upon Panther features specifically, and they're in a
stage of development with a release coming up very soon so they do not
want to perturb their main-line progress to that release with a
development system change.
You should make the decision of what to do based on your development
needs and release schedule. But be aware that Apple has an aggressive
schedule of bug fixes and feature improvements planned for Xcode: it
will progress quickly. Project Builder is now a closed box and will not
be reopened.

There seems to be a fair amount of F.U.D. concerning XCode v1.0. With
PB working so well for me, I am wondering if it's really a step
forward or more likely to just be a timehole with no actual advantage
over my present situation.
