The halibut has some special features that apple uses that were
removed from later versions of CVS. This deals with special actions
on the user side to deal with nibs. (Can recall the exact name.)
You can basically runs scripts on the client machine to pre/post
process directories. This was in some technote on Apple's website.
I'm sure since Apple encouraged this use, and the feature was removed
on the mainline CVS release, Apple still ships Halibut for
compatibility reasons.

I've filed this as a "bug" <rdar://3475995>, if only because I would
not be surprised if there were some security-related fixes in the
builds between 1.10 and 1.11.9.
Is the user responsible for updating CVS on their system? Or does
Apple plan to include CVS updates in updates to the developer tools?
Will Xcode care if I update CVS myself? Has anyone else gone ahead
and updated CVS on their own?
