Thank you very much for your help.
As Alastair Houghton pointed out in his message, the error was caused by write permissions missing in the /usr/local/cvsrep. It's now working.

Have you checked the permissions on the history file? In fact, while you're at it, check the permissions on everything in /usr/local/cvsrep to make sure that you have write permission.
