Each time CVS reports a problem Xcode disactives the SCM integration and the user has to turn it on by hand
Check if it was not turned off on your back (get info on your project in the Group & Files list)
If the problem persists go to Terminal, cd to your project directory and then
try a cvs commit
it will output much more info than xcode
correct every problem before going back to xcode and re-enable SCM.

The CVS/ROOT directory was created when setting up the repository.
However, this folder is located on the CVS-server.
I did check out this folder to my local system as well, using MacCVS
Pro, but still the integration doesn't work.  :-(
