The problem is that the target in the Java Tools project template isn't
a native target. You can upgrade the target and get access to the
Rules tab (Project->Upgrade Target To Native) but I don't know if you
lose anything by doing that. On the plus side, I know that in the
C/C++/Obj-C world you can only get Zero Link, Fix and Continue,
distributed building, etc. with native targets.
