PB on 10.3?

Xcode is a nice product, and I commend Apple for such a great free IDE and all their hard work and effort that has gone into the product, but for C / C++ developers, it's a real step-down from Project Builder. Command-line I/O rarely works, and worse yet, command-line I/O while dubbing is non-existent.
Is it possible to install Jaguar's Project Builder on my Panther rig?
