More project/target confusion...

...projects imported from Project Builder look different from projects built within Xcode.

My (imported) static library project, in the Project Info window, shows up as "Library". Fine. However, its targets only have the "General" and "Properties" tabs. When I create an empty project with a BSD or Carbon static library target, I also get the "Build" and "Rules" tabs -- and I'm not talking about the actual Project Info, but rather the Target Info.

Why this difference? What does it mean? Where and how should I specify my custom, per-target build settings, such as symbols/optimizations/whatever?
