Someone want to explain why it's in segments instead of one DMG, was
it like this for paying Dev members?

Initial dev releases of Panther were single file DMG archives. This
showed that Apple's servers we unworthy of the loads, and they decided
to split the files into segments instead of dispatching it through
Akamai. I assume it's too much time consuming and a burden to
distribute files across Akamai servers for it to be practical.
Don't expect this distribution method to change.
The simplest thing is to copy the URL directory part of a given archive
and paste it into the Finder's p-K Connect-To dialog. FTP servers open
up as remote volumes in the Finder. From there, it's possible to just
drag-copy all the directories (or files) into your hard drive.
This is usually a good time to go to lunch if you have broadband. Bed
otherwise.
