What release notes do you feel are missing? Going back to your original
post:

I'm assuming the "What's New" reference is talking about the release's
top level "What's New" document, which highlights the entire Xcode
Tools release.

Inside the Xcode application, the Help->Show Release Notes and
Help->Show Older Release Notes menu commands should open windows on the
detailed IDE Release Notes for Xcode 1.0, 1.1, 1.2, etc. The Help->Show
Documentation Window command allows you to free-text search the entire
documentation system for release notes on the many other individual
components in the Xcode Tools release, like gcc, gdb, cvs, etc as well
as many other things. This latter is what I was demonstrating with a
screen grab.

All of these commands work in my Xcode v1.2 configured installation, I
don't see anything obviously missing. I'm sure the Xcode engineering
team would like to know if there is documentation missing in your
installation.
