The problem is that you're using the Finder as a FTP protocol helper
application, and that's why Safari hands over the FTP URL from
connect.apple.com to the Finder. The Finder is usually not very good at
dealing with FTP (to say the least).
Change the FTP protocol helper app to be a "real" FTP application. It
is also often very rewarding to try to change to a different download
server, especially if you're not already using one of the US servers.
