for folks with a dial-up connection i am assuming

sounds like you are requesting maybe smaller segments? yes?

On a good day I can download about 22 MB within my 2-hour limit. And make that a 1 hr 50 min limit when you allow for the time wasted hunting for a server which isn't overloaded. Which leads to my second question: How come resumable downloading is STILL beyond the wit of Apple's engineers?

resumable downloading is a product of the client side software. Firefox 1.1 via ftp can do this for sure and safari 1.2.2 can do it as well. there are more...

There has to be server side support, too. The client needs to support it, but so does the server. I'd bet that he has tried, and just can't get it to work because the server won't support it.
As an aside, I haven't been able to connect to any of the servers at all, even over DSL.

Download accelerators usually work by caching data. There is no way to really make a modem download anything faster, other than compressing/decompressing text on each end, and that should be done transparently already if it's possible.
