That's correct. When I hit the "Toggle Embedded Editor" toolbar button,
the editor pane that appears at the bottom of the project window says
"No Editor". When I click on a file type not assigned to the external
editor, like a strings file, then the editor pane comes to life. I'll
file a bug.

For those playing at home, I did eventually note the contextual menu
option to "Open in Separate Editor", which will open a file in a new
Xcode editing window, allowing breakpoint manipulation.
