Someone named Brian Richardson posted this on July 5th, 2004. Might be the answer you're looking for.

"Put symlinks to the API documentation under /Developer/Documentation/Help and run /Developer/Tools/pbhelpindexer. You can also use this technique to add other JavaDoc to the Documentation Window."
