When does linked framework update?

I have created a framework which I use in my main app.
When I change some code in the framework, recompile it, and then
recompile the app, sometimes a cached version from a previous build of
the framework is linked in instead (the code changes don't happen). How
can I ensure that the latest version is being linked in?
