Using Project References

Hi All

I am trying to figure out Project References and I must be missing the obvious. Do I have to create a separate Target for each project reference or do I add the project file to the main Target. Either way doesn't seem to work and there doesn't appear to be docs explaining how Project References work. Can anyone shed some light here?
