SCM is enabled. I have tried various ways of getting focus, with
selections in the project view and directly with editor windows,
through the menu and via right clicking, nothing seems to work. Also,
SCM log is empty. /tmp does not appear to have anything relevent in it.
top gives no indication the FileMerge has ben launched. One thing I
do not have is a connection to a CVS server, but that should not
matter.

project.
Another thing to check out could be that Xcode really understands what
file you're interested in comparing. Earlier versions of Xcode had
"focus problems", ie. you might think that you have a file selected,
but Xcode doesn't always agree. Try to open the contextual menu from
the source window itself, and use the SCM commands found there.
You can also open the SCM window from the SCM menu and drag the
divider upwards to reveal the SCM log. This allows you to see any SCM
activity in Xcode. If you're thinking about filing a bug report,
they'll want to have a copy of that log. A Terminal with top running
can also provide you with some interesting observations.
The files used for the compare operation is checked out in /tmp, so
you might want to take a peek there too, if you're still not tired of
troubleshooting...
