It's a beta version. You must be an ADC member to download it, I believe.

But not just any old ADC member. You must be a Premier or Select (i.e. paying) member to have access to it.

More specifically you have to have an ADC Seed Key. The most common way of obtaining one is to purchase Premier or Select membership.
