The first type of target you are working with is an old Project Builder
target, which is supported in Xcode for legacy reasons.
The second target, is the new native target (which you should be
using). It uses an inspector to alter properties of the target (build
phases are located underneath the target in the groups & Files view,
just disclose the target).
I'd upgrade your targets to the native build system via menu items in
the Project menu, since many of the new features of Xcode require
native targets.
