If you prefer to use C, there is a very nice framework for writing an application using no Cocoa at all. I can tell you that it works very well, because I use it for my commercial applications Synchronize! Pro X and Backup Simplicity.

XCode supports C-only apps well. I have no problems with source-level debugging.
