I don't use the SCM features of Xcode, preferring the cmd line stuff. So, I guess don't know what works with xcode and what doesn't.

But .cvsrc is the mechanism to set your default options for commands. Each user needs set up this way. Can solve it for multiple users by linking ~/.cvsrc to some central version on a network volume.

Thinking about this a little more... It's possible that $HOME is an invalid concept for GUI launched utilities. Try putting it in ~root/ or /

Or not. YMMV.
